Poverty alleviation remains a challenge for Thailand’s socio-economic development. A key strategy of the Thai government to help meet this challenge at the ‘grass roots’ level has been the promotion of Community-Based Enterprises (CBEs). And national statistics and descriptive studies have shown that CBEs have led to both income improvement and employment creation. However, poverty is a multi-dimensional concept and also some groups are more adversely affected (such a women) than others. By investigating poverty from a number of different angles, this research aims to assess whether CBES are a genuine tool for poverty reduction at the individual household level. Capacity building is widely recognised as an important component of most research-for-development activities. However despite the fact that around $15 billion is spent annually on capacity building activities, there has been limited assessment of the economic returns to that investment. In recent years, the Impact Assessment Program of the Australian Centre for International Agricultural Research has turned its attention to quantifying the benefits from capacity-building. A multi-level cost benefit approach for regulatory decision support in food safety and quality assurance scenarios AgEcon

In complex policy decision situations where policy objectives can only be reached through appropriate activities of individual actors with own decision authority and individual objectives, the classical approaches for measuring the effects of regulatory initiatives through cost-benefit or related types of analysis do not provide the appropriate information for decision support. This paper discusses a framework for a multi-level analysis approach that could provide decision support in multi-level policy decision situations.

According to the U.S. National Environmental Policy Act of 1969 (NEPA), federal action to manipulate habitat for species conservation requires an environmental impact statement, which should integrate natural, physical, economic, and social sciences in planning and decision making. An impact evaluation of technology adoption by smallholders in Sichuan, China: the case of sweet potato-pig systems AgEcon

We employ propensity score matching (PSM) framework to examine the impact of sweet potato-based feed technology adoption on household-based pig production in Sichuan, China. An ex post survey in six villages was conducted in 2009, of which five villages were in project intervention sites (exposed area) and one village in the same township but not exposed to project intervention (non-exposed area). We randomly selected 111 households in the exposed areas from the list of households previously interviewed in a baseline survey and 53 households from non-exposed area. Assessing the impact of integrated natural resource management (INRM) research poses a challenge to scientists. The complexity of INRM interventions requires a more holistic approach to impact assessment, beyond the plot and farm levels and beyond traditional analysis of economic returns. Impact assessment for INRM combines the traditional "what" and "where" factors of economic and environmental priorities with newer "who" and "how" aspects of social actors and institutions. Assessing the Impact of International Natural Resource Management Research: The Case of Zero Tillage in India's Rice-Wheat Systems AgEcon

A conservative ex-ante assessment of supply-shift gains alone (excluding social and environmental gains), shows that the investment in zero tillage (ZT) R&D by the Rice-Wheat Consortium and CIMMYT was highly beneficial with a benefit-cost ratio of 39, a net present value of US$ 94 million and an internal rate of return 57%. Sensitivity analysis highlights the influential role of the yield gain, the contribution of reduced tillage (i.e. partial adoption) and the assumed time-lag. Significant positive spillovers of sunk ZT R&D costs – both previous and from elsewhere - also contributed to the high returns. The study evaluated the impacts of the graduate degree training (GDT) component of the B/C CRSP. In their enhanced capacity, trainees have been playing important roles in strengthening teaching and research capacity in bean and cowpea sectors, both in the U.S. and in host countries. The study recommends the continued commitment and increased financial support to GDT.

The National Agricultural Advisory Services (NAADS) program of Uganda is an innovative public-private extension service delivery approach, with the goal of increasing market oriented agricultural production by empowering farmers to demand and control agricultural advisory services. Although initial evaluations of NAADS have been quite favourable, these evaluations have been primary qualitative in nature. This study quantifies the initial impacts of NAADS in the districts and sub-counties where the program was operating by 2005. Climate change impacts and adaptation in Nepal. AgEcon

The impact of climate change (CC) on water resources is likely to affect agricultural systems and food security. This is especially true for Nepal, a least developed country, where a high percentage of the population is dependent on agriculture for its livelihoods. It is thus crucial for Nepal’s leaders and resource managers to draft and begin implementing national adaptation plans. This working paper aims to create a more comprehensive understanding of how the impacts of CC will be realized at different scales in Nepal, from household livelihoods to national food security, and the many institutions governing the ultimate adaptation process.

Domestic Grain Market Reform In China: The Contribution of Economic Policy Research Funded by ACIAR Revisited AgEcon

Mullen (2004,2005) conducted an impact assessment of two ACIAR funded economics research projects enquiring into domestic grain market reform in China. The benefit cost ratio to ACIAR was estimated to be in the range 5:1 to 33:1. The impact assessment was conducted when grain policy was viewed as being in a period of retrenchment rather than reform and hence the assessment was ex ante in nature. Since then the methodology for estimating nominal rates of assistance in China has been modified and the late 90s is now seen as a period when reform continued despite the professed policy stance. It seems opportune to revisit Mullen’s original impact assessment to assess the extent of welfare gains actually achieved.

Economic gains of improving soil fertility and water holding capacity with clay application: the impact of soil remediation research in northeast Thailand AgEcon

Declining productivity of agricultural soils in Northeast Thailand is a challenge facing land managers and farmers. A program was initiated in 2002 to investigate the potential role of incorporating clay-based materials into degraded soils as a means of enhancing productivity. This research report attempts to provide an ex-post assessment of the field level impact and economic viability of this approach, using the empirically derived estimates of the average income impacts that the application of bentonite or clay technology has generated among farm communities in Northeast Thailand. Economic impact analysis of marker-assisted breeding for resistance to pests and post harvest deterioration in cassava AgEcon

Marker-assisted breeding could have a major impact in relieving productivity constraints that cannot as easily or rapidly be relieved by conventional breeding alone. This paper estimates the benefits of using marker-assisted breeding, as compared to conventional breeding alone, in developing cassava varieties resistant to cassava mosaic disease, green mite, whitefly and post-harvest physiological deterioration in Nigeria, Ghana and Uganda. Biofortification, or the genetic improvement of the nutritional quality of food crops, is a promising strategy to combat undernutrition, particularly among the rural poor in developing countries. However, traditional methods of impact assessment do not apply to biofortified crops as little or no yield increases are expected. Significant progress has been made to develop maize varieties with improved protein quality, collectively known as quality protein maize (QPM).
